Planning Applications for Clapton CAAC 26 July 2018

 

2018/1170 1 - 12 Otley Terrace E5 9RG Non material amendment to planning permission 2016/1457 dated 28/06/2016 comprising amendments to the internal layouts, external arrangement of openings, materiality and roof form. (Catherine Slade 020 8356 8056)

The Clapton CAAC feels the proposal does nothing to improve the already chaotic elevations which we lamented during consultation on the approved application.

 

2018/2158 Flat A 54 Benthal Road N16 7DA Erection of single storey ground floor rear and side extensions to wrap around existing three storey outrigger, enlargement of the existing first floor roof terrace and relocation of the existing metal staircase to access Flat B (Danny Huber 020 8356 1453)

The Clapton CAAC has no objection to the proposal.

 

2018/2313 109 Evering Road N16 7SL Replacement of existing windows on front and rear elevations and rear door with new slimline double glazed painted softwood sliding sash windows and timber flush casements and rear door. (Danny Huber 020 8356 1453)

The Clapton CAAC has no objection to the proposal.

 

2018/2275 167b Elderfield Road E5 0AY Rear first floor (outrigger) extension, with associated terrace; raising of parapet wall along; alterations. (Jeni Cowan 020 8356 1371)

The Clapton CAAC notes this application is incorrectly located in the Planning Explorer, by some margin and is not anywhere near a current Conservation Area, contrary to the constraints listed on the Planning Explorer.

 

2018/2202 Ground Floor Flat 221 Evering Road E5 8AL Conversion of 3 bedroom flat within a family dwelling house into 2 no. self contained flats together with partial excavation of basement and creation of new lightwells to the front and rear of the building and enlargement of rear extension (Jeni Cowan 020 8356 1371)

The Clapton CAAC has no objection to the proposal however the existing garden layout and arrangement of upper floors is not adequately shown and may impact our opinion if they were to be compromised by the proposal.

 

2018/2549 112 Osbaldeston Road N16 6NJ Amendment to the approved Planning permission ref 2014/2865 to vary size of rooflight to flat roof over ground floor to form Succah,provision of Juliet balcony and external door instead of window to first floor flat roof,variation of position of external staircase from ground floor rear balcony to garden level to central location ,change size and style of doors to rear elevation at basement and ground floor levels and minor changes of size and location of windows to ground floor rear elevation and at basement ,ground and first floor levels of side elevation. The Clapton CAAC opposes the proposed Juliette balcony which we suspect will have it's rail removed permanently in reality. There are other, simpler ways to service the roof.

 

2018/1670 59 Kyverdale Road N16 6PH Formation of new entrance doorway to basement apartment. Formation of new access stairway to basement flat and raised ground floor access. Erection of metal railings to new access stairs to front. Installation of new windows to rear. (Jeni Cowan 020 8356 1371)

The Clapton CAAC feels the quality of the built-out and amended proposal are both inexcusably poor. In particular in the detailing of the windows and doors need to revert to those in the approved design. But of particular concern is the raised ground floor - which cannot be an accidental action but one that was entirely predictable, and if absolutely necessary to complete the scheme needed addressing before it was built. The consequence is that it raises the front threshold and unacceptably unbalances the paired front elevation, harming the character of the conservation area and the host buildings. The applicant should be required to build out the approved scheme.

 

2018/1779 45 Ickburgh Road E5 8AF Reversion of three self contained flats into one dwelling - Internal layout as original build (approx 1903) (Kim Aukett 020 8356 4740)

The Clapton CAAC has no objection to the proposal which is broadly to be commended in substance, however we lament the poor quality drawings and the missed opportunity to reinstate the bonnet cap.

 

2018/2272 23 Fountayne Road N16 7EA Excavation of basement and front lightwell and the erection of a rear roof dormer with front roof lights (Kim Aukett 020 8356 4740)

The Clapton CAAC has no objection to the proposal which is a considerable improvement on the refused scheme. We recommend any residual rights in relation to the veranda, are removed by condition, to avoid its intentional loss in the future.

 

2018/2015 44 Clarence Mews E5 8HL Erection of single storey ground floor side extension with flat roof and extension of external metal staircase (retrospective applicaton). (Liz Sullivan 020 8356 1667)

The Clapton CAAC finds the drawings totally inadequate and evidently fail to reflect reality from observation and as a result we cannot form a certain opinion.

 

2018/2213 46 Clarence Mews E5 8HL Erection of a part 1-, 2- and 3-storey building comprising 5 self-contained flats. (Liz Sullivan 020 8356 1667)

The Clapton CAAC feels this is an improvement on the withdrawn scheme, and takes the development in the right direction - particularly in terms of some awkward elevation details. However we recognise the continued need to assess the neighbours' amenity issues.

 

2018/1907 46 Clarence Road E5 8HB Erection of mansard roof extension at main roof level with rear terrace to create an additional residential flat (Class C3) (Louise Smith 0208 356 8061)

The Clapton CAAC has no objection to the proposal, which lies just outside a Conservation Area.

 

2018/0693 40-42 Amhurst Road E8 1JN Non material amendment of planning permission 2016/3041 dated 17/10/2016 to install rooflight to first floor roof. (Micheal Garvey 020 8356 8053)

The Clapton CAAC has no objection to the proposal.

 

2018/1857 43 Durlston Road E5 8RP Erection of a single storey infill rear extension at ground floor level, erection of a rear dormer and the insertion of three rooflights. (Saskia Wilson 020 8356 1804)

The Clapton CAAC has no objection to the proposal in principle but we note the poor drawings have made assessment difficult and uncertain. In particular it is hard to understand relationship between the dormer and secondary hipped roof slope, which seems to be unaltered - unlike most neighboring roofs where a dormer has been added. For instance there is no long section from front to back; the labels are incorrect in many places; section AA is only shown as proposed and is mislabeled on the "existing" plan.
