Clapton CAAC has no objection but points out that there may be difficulties in access for some because of the internal steps

 

2021/1815 9 Powell Road, E5 8DJ Replacement of the existing single glazed timber sash and casement windows to the first and second floor with PVCu double glazed windows. Householder Planning (Raymond Okot)

Clapton CAAC objects to this latest application from Newlon Housing Association. Previous applications are: 2021/1414, 2021/1521 and 2021/1675. We repeat our earlier comments that this is one in a programme Newlon Housing Trust is undertaking. The Trust continues to submit a standard scheme which ignores Hackney’s policy against uPVC windows and doors. In this particular case the windows of neighbouring houses are wooden sash strengthening the need for refusal on the grounds of creating a precedent. This application should be refused.

Clapton CAAC objects to this application. Although the DAS (p.8) states that the ‘traces of historic elements on the existing street scene define a small media base of quality materials’ the proposal largely ignores the characteristic materials of the street and of Clapton Square. The obvious source building for comparison is the largely unaltered 1b Clarence Place its twin in height and materials (though 1a has been rendered). The pallet proposed for 1a in its use of render, zinc and an unspecified metal – does not respect the ‘historic elements’. The raising of the first floor and the addition of an oversized mansard – complete with large sheets of glass – make the building out of scale and sympathy with its neighbour at 1b and diminish the approach to the taller houses on the north side of Clapton Square.

2021/2327 58 Narford Road, E5 8RD Erection of mansard design roof extension, excavation to front yard to form front lightwell with basement window; change of use from HMO (C4 Use Class) to large HMO (Sui Generis) Full Planning Permission (Micheal Garvey)

Clapton CAAC has no objection to this application but notes that the living space in each of the rooms is reduced, when compared with the current arrangement, by the addition of a shower and WC. We wondered whether a ‘large HMO sui generis’ was a euphemism for ‘making an even bigger HMO’. There should be a condition that the living room should not be used as a lettable room.

Clapton CAAC objects to this application. The extension is large and consumes too much garden – reducing it to below 50% of the original messuage.

 

2021/1716 64 Durlston Road, E5 8RR Construction of a front lightwell and extension of the basement to the rear, including construction of two lightwells; construction of a single storey side extension at ground floor level Householder Planning (Lasma Putrina)

Clapton CAAC objects to this application. It is a very large development with the basement taking up the entire site with only two small lightwells and a complete roofing-over of the side return. The current garden of 40.6 m2. is reduced to 29 m2. – well below the 50% of the original messuage. Although the word ‘garden’ is used on the plans, there could never be planting since there could be no depth of soil. The depth of the front light-well from pavement to front wall of the house is unspecified.

Clapton CAAC objects to this application: the loft extension (wrongly described as a ‘dormer’) is not below the ridge line and abuts the party wall. Three windows in the front roof slope are excessive while the windows on the rear extension do not follow the pattern of the lower windows.

Clapton CAAC objects to this application. A 20 metre mast on a prominent corner disfigures the open space of Millfields and is out of scale with the two-storey houses in the terrace immediately to the west. Trees will not disguise far less hide the mast. Additionally, the associated cabinets will appear as clutter further diminishing the amenity of the open space. We commented on an earlier application for 5G-related installations (2021/1150) that apparatus should be discreetly out of sight. The company should explore their options rather than taking the most convenient site (from their point of view) but the most intrusive – from the public’s.

Clapton CAAC has no objection to this application but queries the zig-zag window structure on the west elevation which is at odds with the prevailing pattern of surrounding houses.

Clapton CAAC has no objection to this application but would like a requirement to be made that the windows be wooden sash.

Clapton CAAC objects to this application on two grounds. The proposed tiered rear extensions would fill up most of the garden that would remain after the permitted free-standing house at the end of the garden will have been built. We also object to what is effectively a roof terrace in the rear roof slope with access from an over-sized single-sheet glazed doorway.
